Activation and participation are further important strategic objectives of the Socially Integrative City programme. This field of activity includes erecting neighbourhood participation structures, networking local initiatives, organizations and companies, and strengthening the individual problem-solving skills of citizens who are not as yet part of a specific organization. This latter activity is known as empowerment.
